Opportunities in the Creative Age
Our world is becoming increasingly spiky, with peaks that help to drive economic
growth and valleys that are languishing.
Competitive advantage and prosperity will go to those jurisdictions that can best
prepare themselves and adapt to this long-run trend. We must embrace it and act
in ways that create a distinctive advantage.

Canada’s last minute $2.5 million for World Water
The $2.5 million from Environment Canada will allow the program to expand, adding
data quality management activities, water assessments and capacity building -- offering
training and advice to least-developed countries on how to set up water sampling
programs. These funds are in addition to Environment Canada's core annual support
to the program.
Conservatives did not renew the full envelope of funding when they came to power
in 2006, spurring criticism from inside GEMS and from environmental advocates. More...
Early Childhood Education and Care
National and provincial policy for the early education and care of young children
in Canada is still in its initial stages. Care and education are still treated separately
and coverage is low compared to other OECD countries.
Over the coming years, significant energies and funding will need to be invested
in the field to create a universal system in tune with the needs of a full employment
economy, with gender equity and with new understandings of how young children develop
and learn.

Economy - Debt - Provinces
Canada is one of the most decentralized countries in the world.
Canadian provinces are responsible for most major social expenditures and have a
virtually free hand in levying taxes. They face essentially no constitutional restraints
on tax rates, bases, or collection systems and no requirement to harmonize either
with each other or with the federal government.
All provinces receive large unconditional transfers from the federal government,
and in some provinces such transfers are more important sources of revenue than
their own taxes. Moreover, if provinces wish to borrow, they may do so as and from
whom they wish, with no central review or control.

Governance: Debt of Canada
There is a big discussion in Canada over the fiscal stimulus.
Canbyte's lay people are confused. Some leaders say hurry up & get the new
stimulus package going while others say we have spent little of what has been approved,
and there is also the crowd that tells us municipal governments have to come up
with a third of stimulus spending but can't afford.
This morning Canbyte decided to add a section in governance debt and is having a
hard time sorting it all out. Pity the casual reader.
